Enable a single form by ID. Enabling publishes the form and starts serving it to visitors according to its
targeting rules; the form moves to enabled status.
Enabling an already enabled form succeeds (idempotent).

A/B test version forms cannot be enabled directly, and a form that owns an active
A/B test cannot be enabled; manage the A/B setup instead.
